:WHO IS DR. CALIGOSTO LOBOTO?:
His basic point is to aid Oleander in world domination via taking the brains of the psychics. Once the brains are obtained, they'll be placed in a tank. He extracts the brains by using a "sneezing powder," which is conveniently stored in his claw. So, when you smell the powder, you sneeze your brains out quite literally.
